Upload permissions for Custom usergroup

I just went live with a new site and everything is working fine except that I have a Custom Usergroup named PRO Member that has no Upload button.

I have configured it identical to the Registered Group. Both groups have:
Admin Access? No
Mod Access? No
Allow Uploads? Yes
Allow comments? Yes
Require Moderation? No
Allow edit own photos? Yes
Allow edit own posts? Yes
Allow albums? No
Assign Albums to Cats? No

But Registered has the Upload button and PRO Member does not.

Have you tried resyncing the usergroups and then double checking your names are aligned correctly?

As long as upload permissions are yes there will be an upload link.
