Change Force Small Images bigger
If I upload an image that is smaller than my thumbnail sizes, it forces the thumbnail to be that size as well.

This happens on non-animated photos as well, just a FYI.
I want it to not enlarge a photo if it's smaller. Is that possible?

If I am following what your saying your trying to say we are upsizing an image?
Try uncommenting this code in image-inc.php and see if that helps. Basically your just removing the // before the lines
