Users commenting after they make a post on forum

Is it possible to set the gallery up so users can only comment on photos in the gallery after they make a certain amount of posts on the forum.

well I guess that would depend on how you handle things on the forum like say if users are promoted into another usergroup after x amount of posts you can set gallery usergroup permissions so that users in that usergroup can comment and the regular users can not comment.
