Usergroups - upload permissions

When setting up a category, there's this option:

These checked usergroups can upload to this category

What is the proper way to specify that a user must belong to a secondary user group in order to upload? Check just the secondary user group or *both* the primary (registered users) and the secondary?

if a user belongs to multiple usergroups as long as one of the usergroups he belongs to can upload he will be allowed to upload.
