Why does it have to post an empty comment in order to rate?

It simply doesn't need to do that.

What is the use?

Makes no sense.

Also why is there no mass rename of pictures in a category?

Ratings and comments are stored in the same table and really the same info. There is a setting in admin to surpress ratings with empty comments so they do not show in the actual comments.
