Comment reminder

I want to put a message either a small popup window or some text on the upload page to reminder members to also comment on other peoples images

where would the best place to try and do this - any suggestions ??

Well you could edit your uploadproduct template and place it where you wish I suppose maybe make a table at the top of that script?
