Need to add meta tag

I've got a meta tag I need to add to my site, and I'm not sure where to do that.

My site is integrated with Vbulletin for user info, but I am NOT using the VB integration for the headers and footers etc.

If your not using the headers of vb then you add meta tags through the use of a headtags.htm file simply make one and place the meta tags you wish and under admin global options you can load whatever file you wish there.
