How do I exclude specific categories from the Feature pal on the index?

There is no way to do that outright if I understand you.

You can set usergroup viewing permissions to exclude categories but I think your more talking about excluding them but still allowing people to view the category.

I'm trying to get the photo's in Cat D and Cat E to not display in the "Recent" panel on the home page. I was looking for the SQL query that retrieves this information to modify it to something like: *** WHERE catid <> '4' AND catid <> '5'

I still want users to be able to view the category when they click on it, just not have them display in the Recent block

well there is no product support for code mods but your free to modify your code at your own risk. Maybe in the display_gallery function of pp-inc.php in the queries where you see WHERE add something like this
