Member list to show all

Here is what I would like to do, let me know if it's possible and how extensive

I would like the member list to show all members (with or without a gallery). I would also like to remove all the information in the box (shouldn't be hard) and instead of showing the last photo uploaded, show the persons avatar. Where it will get tricky is if the person has no avatar.

There is no way to do that within the core script the members gallery etc shows only users whom have uploaded photos.
