How to remove Skip upload and process the files already in your upload directory

Can anyone tell me the steps to take to remove the "Skip upload and process the files already in your upload directory" and it's checkbox?

I've tried to edit the template but I must be doing something wrong. Hopefully someone can give me a step by step.

Are you editing the right template?

The skip upload stuff you can remove by removing the html for it in the uploadphoto template although there is no harm leaving it there.

I've tried editing the uploadphoto.tmpl

Here is the code i've been trying to change:

Is this the correct code??

You would simply remove this code

error message

I've tried that and I get this error message:

Parse error: syntax error, unexpected T_STRING, expecting ',' or ';' in /home2/classics/public_html/photopost/templates/vb4enhanced/uploadphoto.tmpl on line 151
