PP Admin Category upload access not working

I set a number of our categories to not allow upload for example the previous weeks contests categories, winners categories, Finalists etc.
I only check admin to be able to upload.
I also have a main category called contests that I do not allow uploads, I only allow uploads to the sub categories I designate.

Yet for some reason, members can still upload to those categories?

What am I missing?

Here is a category that only I upload the winners throughout the year.
But someone else seemed to be able to upload to it by mistake.

from what your saying your not missing anything but clearly if they can upload it means the group they are in has upload access in category permissions.

Here is a screen showing the category and the users who have access to view and those that only have access to upload

I highlighted them in yellow so its easier to spot

If thats the way its set then only admins mods can upload to that specific category

thats what I thought too.
But as you can see, one of our members was able to upload to that category.
This has happened at least 10 times so far but this is the first chance I have had to post it here to find out what could be wrong.

the screen I didnt include was the one that allows members to post, which I took as leaving comments.
I set it that members can make comments/posts on the categories I designate

yes, that was the one I used.
Does it matter what email address I used there? I might not have used the eamail address we signed up with here, but instead my bytephoto email with Ruth Taylor instead of Steve's name
