Move to new server

I am moving a site to a new server at a new hosting provider.

Is there a guide or instructions for the proper way to move the PhotoPost configuration as well?

This is odd since the user and password for the mysql database work fine for the VBulletin forum. I have verified that the user has full permissions on the database. I even tried making the user a DBAdmin but still got the error message.
