Voting & Comment for unregistered Users?

how can I allow voting and commenting for unregistered users?

You can allow commenting for guests by giving them comments permission under usergroup and categories permissions however only registered users are allowed to vote.

Is there an option to get an email when commenting occurs?
Because then I can check the comment.

Yes you as admin can be notified of uploads and comments under admin options turn on notification for admin.
