changing 'allow comments' option on a photo

One of my users inadvertently selected 'no' on the option to allow comments. Now she'd like to change it. How do we change this for the photo once it is set?

She should be able to edit her photo and change this or have her check under the photo options tab when viewing her photo.

It doesn't appear as an option when you select 'Photo Options' and 'Edit Photo'. Is there a config setting I need to change in order to show the 'Extra Options' when editing?

It sure does under photo options its close comments / open comments
