setting a character limit for uploads

Is there a way to set the limit for characters each file name can be?

We have some people creating files with 35-45 characters not including the .jpg which is 4 more.

anytime someone creates a file name beyond 25-30 characters, we have problems with the code we place in the forum post for members to vote.
It works in all the browsers but IE 8.
I always have to rename the file and upload it again just to use the link since I dont want to touch the members upload and have the chance of losing all the comments made on their photo.

I've allready posted numerous messages to them "Please, no file names longer than 25 characters" but some still never pay attention lol

There is no setting for such a thing within the program sorry.

darn Guess I have to post another note with REALLY large text.
Some people write a story with some of their file names lol.
