registered users not able to see comment box

I am using version 7.01 but most of my registered users are not able to see "Add you comments" and Quick rate features.

I checked in the configuration and seing that both of these features are enable "YES" and under Edit Usergroup, I have everything NO but Allow Comment = Yes for Registered group

So why my registered users are not able to see Quick Rate and Add Comment textbox?

Hard to comment without seeing the site. I will say this though.

To comment you must have the following done

Content visible to verified customers only.

1. You must have in admin option the option to allow commenting set to yes

2. You must set usergroups be allowed to comment set to yes in admin edit usergroups.

3. You must have the groups you wish to comment per category checked off via edit categories in admin as well.

That is the reason why. I checked that and it only check administrator not registered.
