Keywords - shows title, not keywords

After I upload a photo, the "Keywords" field displays my title, not the keywords I typed in the keyword field on the upload screen. Why is this happening?

did you enter your keywords as noted separated by commas etc?

which uploaded did you use and test regular login please.

In the first example, I used semicolons, so I did it again. Here is one that I separated with commas. I used a non-admin account to upload this one. (is that what you mean?). Same thing occurs. I used "red, black" in my keywords.
