Have you tried turning off the category cache in global options in admin?
Have you by mistake turned on moderation?

Hmmm now itīs working, but if people when they upload choose not to allow rating it donīt show up under recent comments?
How can I remove the extra options:
Allow members to rate your photo?
and
Allow members to post comments?
I want it to be that all photos can be rated and given comments.

admin options is where you turn off commenting or rating and you can also control posting permissions under admin edit usergroups per group.

that will effect for another photo commenting and rating if i disable from admin option. i just want the user can give a comment and do the rating . i dont want they have the option to disable this future ..so that why i want remove the extra option . do i need hack the template ?

well if you dont want to use the global settings yes you would have to alter the uploadphoto templates and remove the html for that.
