How do I change the charset in frame page adm-misc.php?

In admin panel in the Manage albums section I get the wrong character set for my language. I found the setting in the adm-index.php file, but Manage album is another page - adm-misc.php - opened in a frame, and it shows the wrong character set. How do I change that?

I am not sure what you mean by wrong charset it loads the charset from the actual language file. $contentmeta is the variable.
