Can I move the Category Intro "block"
Is there a way to move the category intro information block up higher?
Artist / Gallery Marketplace - AAW Photo Gallery

Right now it sits above the users galleries , can it be moved up above the recent photos thumbnails?

You can not do that without a say possibly removing the include for the catintro template in showgallery template and adding it to showgallery.php file where you want it to display maybe like under the include to menubar template in that file.
