problem with character in admin menu

hallo, I tried find solution this problem in this forum but I found.
I am using czech languages and this character (ěščřžýáíéúů) are view in EDIT CATEGORY like Å¡Å¾Å�Ã½Å¾Å¾Ä�Ã½Å¾ but on my web is Category Name view correctly and Category Description is view wrong.

I made these changes yet:
In adm-index.php I change charset to UTF-8 (line 27)
And this Charset problem

You would need to send a url and admin login so we can see the page source etc.

You need to make the same correction to your catdesc line like that thread your linking if you want to also support czech
