On upload page you set this to the correct server path to a directory on your server you have uploaded photos to that is 777 permissions

Files should already be in /var/www/photopost/photopost/uploads/1

You then check this box and then hit submit

Skip upload and process the files already in your upload directory

That is because your choosing to use Imagemagick as your processor and it is not where your telling the program where it is. Do one of two things

In Admin => Config Settings place the proper server path to mogify on your server if it is there like maybe

/usr/local/bin/mogrify

Or

In Admin => Global Settings set your Image Processor to GD2

Chuck I get one last error, I can do 10 at a time or 100 at a time.

I get a php error of no such file 1001.jpg Which I know I do not have a photo named that

and in the main screen I get () image type not supported yet (or something to that affect)

I set it to GD2 btw

Possibly you have a corrupt file delete that one and see if things can continue. You might want to make sure all files are 777 as well.

Like I said your stopping on a corrupt file. You need to view that directory and find out the issue and delete that file and continue.

cant be because it processes the first 100 you tell it to.

Then as it continues it makes up a number like 1001.jpg and fails

If I go into the uploads/1 and delete the first 100 it already processed then tell it to upload the next 100 it will do it and then fail on 2001.jpg which again there is no file named that.

it does the same thing if I import 10 at a time too 10 25 50 or 100 same result on second import of same batch

No matter what Gallery you are going into

I got all 209 photos i there but I had to start over each time

why arent the images actually being deleted? That is what I would question. Like I said make sure the directory and images your processing are all 777 as our program should delete a processed file once its uploaded and it should not exist.
