how to add users?

In the manual it says you can add users but I couldn't find where you can do that in the admin cpanel.
I found where to "edit" or "delete" users but not how to "add" users...
Is this function still available?

Chuck, maybe my question wasn't clear enough (sorry, English is not my language).
I will try to say it in other words:

In PP admin cpanel, is there a way for the admin to add users?
or the only way is through the user registering process?

The only way to add users is to use the registration process.
