1. I have problems with names of categories in Russian.
And at different administrator is different effect (look screenshots: red - the first administrator, green - the second).
What can I make to correct a problem?
2. What can be the reason, what video files is not reproduced?

As noted did you make the change? As long as you change your tables to UTF8 in mysql and make the change in the code as noted in that post it should display fine.

But what to do, if I cannot change the database charset?
I have now cp1251.
And I so have made: Code: Content visible to verified customers only.

Did you try the line I posted meaning UTF8?
If you can view your database you can change a field charset.

Certainly I tried.
I know how to change the coding, but I cannot (and I do not wish) to change it on this server. Soon I will move on other server, probably there it will be possible to change.
Except UTF there are no other decisions?

| PHP: htmlentities - Manual
what I am saying is I know htmlentities in PHP supports UTF8 which should easily display any of the characters in arabic russian or any of those characters which cause bad display issues.
After any change in coding you would need to edit and replace any bad names with the proper name and save to the database again.
But then again if your mysql tables are in latin which is the default coding this could also cause you an issue which is why I had suggested changing the encoding on the actual database table.

Except UTF there are no other decisions? | Try doing it this way instead, it worked for me.
