Yep, I reinstalled correctly and then re-checked the usergroups...

When a user who doesn't have permission sees the gallery they can click each category and then the thumbnail, but after that it gives the "you have to be registered to view this image" but I would prefer it on the category level.

I would need to see a regular user login admin login and examples urls to test for myself as there has to be something not right there.

Ahhh... figured it out.. it was due to having the wrong guest group number in my phpbb3.php file.

Anyway this thread helped me out Problems with users permissions

I also want to make sure that the other assignment of ubbgroups in the file is correct. So on a default phpbb3 install what would user group 2 be?

I beleive the default group is usergroup 1. Other groups users are assigned to in phpbb so no issue there. Your only issue is if your guest group is not what is in a default install
