Charset problem

Hi,
I hope this will be the last question so i will not trouble you anymore

I'm trying to create some categories with Turkish charset. I've edited the original/current English language file and changed the charset=iso-8859-1 to charset=iso-8859-9.
It's now displaying the Turkish characters. But whenever i edit the category title or other settings, it changes to unknown characters again. Is it possible to solve this problem and use Turkish charset with no problem ?
And as i see, there is no Turkish language file here on photopost. If you want, i can translate and send you the language file.

You can mean edit from the admin?

In adm-cats.php try changing this line 463
