How can I enable voting for a contest?

I keep reading to go to category edit and select "contest: enable"
but this option is not available on my Category Edit panel. The only thing I see is enable ratings. What am I not seeing or NOT finding, or does it not exist anymore with my version? I'm using VBulleting version

vbGallery does not have the contest feature that is discussed in Photopost Pro which is a different software than you have.

I did not know there were 2 galleries out there. If I install photopost pro, would that be an upgrade to my current vbgallery? Or is that a completely separate install? Can I integrate files with my current installation of Vbgallery?

That would be a completely different install but there is an import script to transfer the categories and images to pro for you to use.
