I am curious if it is possible to setup PhotoPost to be used primarily as an image host? If so, what settings do I need to change to do this?

If not, is there one you developed or can recommend?

Well what exactly do you mean by this you want people to steal bandwidth? what are you looking for as Photopost is a photo gallery.
