Can I remove the upload folder contents?

I didn't realize files were kept there. I'm wanting to keep the server clean of files not being used. Is there a simpler way?

any directories under the uploads folder can be cleared just dont delete anything under data.

Basically if you have files left under uploads then those are unprocessed files the user did not finish or the server had issues with so cleaning things up is good.
