How can I make Albums for users while being sign in as an admin? Cause when I bulk upload I can assign the pictures to a user. But not sure how to assign albums to a user.

You can not make an album for a user since personal albums are just that it is a function that only the logged in user can do for himself. You ask admin can see everyones albums and assign pictures to already existing user albums.
