how do i give mods deleting powers?

how do i give my moderators the ability to delete photos?

You would make sure in Admin => Edit Usergroups that moderators group has MOD ACCESS and that they have permission to EDIT PHOTOS.

this is what i have setup for moderators.

Usergroup name: Moderators
Admin Access? No
Mod Access? Yes
Allow Uploads Yes
Allow comments? Yes
Require Moderation? No
Allow edit own photos? Yes
Allow edit own posts? Yes
Allow albums? Yes
Assign Albums to Cats? Yes

i also have this particular moderator's name added to every single forum as "moderator"

yet she still cannot delete photos.

In Admin Options in Admin do you have set that users can move or delete photos? That may be what your missing.

here are my settings

Allow users to delete their own images? No

Do you want moderators to have global rights? No
Set this to NO if you want to assign moderators to specific categories

i set users to No because i do not want members deleting site content.

i set the mods to No because i only have one mod on staff i trust to delete photos.

i have added this mod to every single category in the gallery.

yet she still cannot access the delete function.

Rob if you do not give them permission to delete a photo then they can not delete it. Only an admin can superceed the program permissions not mods.

You must allow users to delete photos to have mods be able to delete them. You can remove regular users the ability to edit their photos and they wont be able to delete them. Other than this there is no way without you altering code in some manner.

Admin => Edit Usergroups where you set group permissions per group just remove edit permissions from the registered usergroup.
