How do I prevent people from posting pictures in personal galleries
and force them to post pictures in one of my predefined categories? I'd like to eliminate member galleries all together but haven't figured out how.

You can turn off members gallery in index options and in edit categories remove viewing and upload permissions to the members gallery if thats what you want.
