WHSIWYG editor in comment box?

Hello,

How can add WYSIWYG editor in comment box ?

e.g. in this page there is no WYSIWYG editor:

The WYSIWYG editor was removed from version 6 as it proved hard to support the quick reply in 3 different versions.
