Mods creating categories

Is there any way to give usergroups without "Admin Access" the permission to create and edit (sub)categories?

Now I have to create categories by myself to give my photographers the possibility to upload their photos for a special event. I want them to create the categories themselves.

You can not have a moderator create a category only a group with admin access can do an admin function

And that is what I do not want because everybody with admin rights can access license information, database information (including password) and other information I do not want to publish.
Maybe this will be a feature in the next version of photopost?
