When user reports a photo an email is sent to the admin.

Is it possible to send an email to all (vBulletin) Moderators?

Not without modifying your code to do that specific action. We simply send the email to the admin email on file

Now an easy way to do this without modifying code is to in your hosting setup define a email distribution list email which will email all admins and mods but then this is something you need to setup
