adm-index.php not working

I have read everything on this subject and cannot fix it.

Here is an outline of the issue:

1. http:<WEB_SITE>/adm-index.php (on inteernal web site for testing)
2. Enter admin ID and PW
3. Hit enter and it takes me to my forums gallery not the admin panel
4. Verified all requirements

Things I have checked:

1. Key - ok
2. Paths in both config and int files - seem ok per directions above each one
3. cookies
4. removed and reinstalled

Everything is wortking except the admin panel

Yes logging into your app is fine and yo go to the gallery.
So are you logged in do you see an admin login link in the menbar?
