preventing one image only by member in a particular category

I had a requirement to run contest, however, I want to allow permission of only one image in a particular category by a member to upload.

How can I do that to happen?

There is no option within Photopost to limit how many images a user can upload

You can set a daily upload limit. You can set a diskspace limit. You can set a filesize limit. All that is done in admin => edit usergroups
