Uploads Folder

What is the purpose of the uploads folder?

I have images uploaded and they go into the data folder...what is the uploads folder used for?

Also, why is the directory structure within the data directory have a 1 directory a 2 directory, then jump to 500?

That is the temp directory where files are uploaded then they are processed and moved to the data directory
