Allow create new sub folder?

Is it possible to allow members to upload pictures into a new sub folder that they create. here is the problem I am running into.

I have an events gallery but we have lots of events so I want everyone to be able to create a folder for example: "Imperial Race" then upload all of there photos from that race. So events gallery would have many sub folders created by members.

If you allow personal albums they can create albums and assign them to a specific category if you want
