Assigning Additional Category After Upload

Is there a way to assign an additional category to an image after it is uploaded?

You can edit a photos and use the copy to category feature if assign to additional categories is on.

Doesn't this create a second copy of the image?

a second copy of the image is never made. It is only stored physically on disk once.
