what type of integration is this would depend on my answer

If you are not using vbulletin then under global options you can load a headtags.htm file via server path with any pertinent meta tags in it

No you can not you must load a headtags file in global options if this is a standalone install. The headtags must go in the head portion of the page

if i have vb integrated, can i still use a headtags.htm? or do i use the meta in vb?

You can use headtags in photopost to load in the vb header but not a photopost header or footer
