Quality Setting For Resizing

I would like to reduce the file size with keeping as much quality as I can.

At what point will quality start to jepordize the picture.

I know the default is 70% but is that just good or really good?

70% is normal. Resizing a picture to say 1024x768 at 70% quality depending on the original picture size varies but a 775k photo at those settings resizes to about 118k for the large image and 56k for a 600px threshold medium
