User registrations in standalone mode

Ok, I'm stumped I have 2 photopost installations that are integrated with VB3, so this has never come up before. I bought a third license for personel purposes and want it work in standalone mode. I can't find out how to control who gets to register.

I either want to approve who registers (perferred) or just do the registration myself in behalf the 10 - 20 people who will end up registered eventually.

I can't find a way to do either

There is no control on how can or can not register.

If registration is on then people can register

Now you can temporarily turn it on and register the people you want by running through registering each one on the front end like your registering on a site and then close registration if you choose.

That's discouraging

PhotoPost is a fairly mature product. I would think that the standalone registration system would reflect that.
