Recent Photo to my index

I would like some info on how to add a latest photo to my index url i have searched for about 2 hours all i see is for forums and cms stuff i just want it to show on a standard index.html . I have my website setup pulling all kinds of php info on this same page and it works great but when i try and pull inc_features.php i get nothing even when i include

include("/server/local/home/dir/stuffhere.com/inc_feature.php")
anyone know where or how to do this????
I would like this to happen i dont want to hack up what i have without knowing if this can work.

Also i have a .htaccess file that is how i can pull in .php on to my index.html pages
