Cyrillic encoding problems

There is a problem with Cyrillic names of galleries in the admin CP.
When I try create a new category and enter a name in cyrillic characters, it then looses encoding and turns into European characters. When I go to edit screen, the name turns into strange string of letters and numbers. I have to put in the name again and then they are displayed correctly on index page. But they still look like European characters in Admin CP. The rest of the Admin CP and the main page looks fine though. Only the text that I enter gets broken.

Thanks, looks like it is a common problem for all languages.
Can you please summarise what should be changed and where. I got lost in all those suggestions and cross-references.

In adm-cats.php fine the $catname line and use this

I changed $catname line and it seemed to work (well, partly, because the edit category screen was still displaying incorrectly).
After upgrading to 5.62, I changed the line again, but this time it didn't work, the categories in adm-cats are sitll not displaying in cyrillic.

That should work fine although we still do not support most of those language types
