Welcome email for first time users?

Is it possible to automatically send a welcome email to new users? Our PhotoPost Pro implementation is integrated with vBulletin. There is a vBulletin welcome message, but I'd like to send a specific one the first time a user uses the gallery. Is this possible?

the registration is handled by vb hense the welcome message comes from vb
