Are comments and ratings linked?

I have purposely disabled commenting on my gallery. I don't know if it is related but if I try to 'quick rate' someone's picture, I get this error:

Sorry, you don't have permission to post/edit.

If you tried to edit, you might not be the post's author or editing may
be disabled for your usergroup.

As I'm an admin level user, this is a bit of a surprise. Any suggestions?

You must set that users comment on photos in global options. You then in edit category permissions you take away posting rights so they can not comment and give them voting permissions so they can rate they will be able to rate the pics

Now I'm getting a division by zero warning after voting (showphoto.php on line 1064)

Update - OK, I think it works properly now - it's All Options to set comments to off, but enable comments from Edit Usergroups (not Categories) permits rating without a comment option.
