What is "assign albums to cats"?

In usergroups there is an option: "Assign album to cats - Yes/No". I have been unable to discover the function of this. Please enlighten me.

I would assume that you can assign a users album to upoad to a catagory as well instead of just to their album, so you get the picture twice once in a users album and once in a cat of your choosing.

Assign albums to cats means a user would be allowed to assign his album as a subcat of one of your main categories so when a user views that category they are going to see the users albums there as well.
