Try changing the 75 in <input type="text" size="25" maxlength="75" name="downloadurl" /> in uploadphoto.tmpl not sure if there is a reason it is set at 75 though.

Is it the right template? i.e if you are using vB3 Enhanced you are editing templates/vb3enhanced/uploadphoto.tmpl not templates/uploadphoto.tmpl

Yes depending on whether your using vbulletin or not you have to edit the specific template.
