multimedia uploads only

I have settings for photo uploads to "no" and multimedia uploads to "yes" but when loggin in as a registered user, the upload photo link on the top nav bar does not show. Is this because I am only allowing multimedia uploads? if so, anyway around this and how do I allow multimedia uploads only?

You can not turn uploads off that needs to be on if you want to upload,

Just in upload options remove any extentions under the normal file extention option so jpg png gif etc will not be allowed and place what multimedia extentions you want in the multimedia ext box.
